  Hello,
  Cost centers cannot be assigned a budget (in the standard system), but a budget. However, the crucial thing is that (unlike internal orders, for example) you cannot monitor this, so the system does not react with warnings/errors when the budget is exhausted.
  What you can use in reporting, and probably comes closest to your idea of mother cost centers, is to use representative cost centers.

  Hello,
  In addition, there are no postable nodes in the cost center hierarchy. There are cost centers, to which you can plan and post, and cost center groups, which only serve to group cost centers. However, you can neither plan nor post to the groups.
  You have already mentioned the keyword "WBS elements" in the heading - this is possible there. In a project structure you have postable nodes and also budget planning and monitoring.
