KKS2 Variance calculation - target costs despite actual production quantity = zero???

Hello dear CO-ler,
How can it be that the periodic variance calculation for a production order calculates target costs, although the actual production quantity in the month concerned was zero (no goods receipt)?
The concept of fixed costs (e.g. setup costs) is clear to me, but if the actual production quantity is zero, there are no setup costs and therefore no target costs should be calculated? Or is my approach wrong?

    I think the explanation is already in the screenshot: It says "target quantity = planned quantity". As long as you have a planned quantity, the system also calculates stubbornly fixed target costs.
